Twitter changed it design layout and look recently. Here you can see the difference between old and new layout in these snapshots. In the new look they give the controls on the left hand side so it is easy to navigate and tweet.
In the second image the login page of old and new Twitter is shown. In this they only use the center middle area to load the Twitter more faster than their old design because it is more complicated and full of pictures.
